In other cases, it seems to be sparked by disparate ethnic groups (sometimes an ethnic minority against a majority), but in most cases it is the weaker party who resorts to guerilla warfare. The PLO (in Israel) fighting for a separate Palestinian state, the LTTE (in Sri Lanka) fighting for a separate 'Tamil' state, the ULFA and the Bodo (in India) fighting for an Assamese state, the Naxals of Andhra (in India) for a different political regime, Islamic Fundamentalists (in India) fighting for "Independent" Kashmir are all examples of such conflict. They too employ means inclusive of terrorist attacks.
